Central 911 celebrates 7 years

Davao City (17 October) -- Aiming to further serve the whole city through the Central Communication and Emergency Response Center, seven years after it was established in September 27, 2002, Mayor Rodrigo R. Duterte will purchase more equipment before December of this year.

The city government will donate it to the Central 911 for an effective service to Davao City's growing population.

Central 911 Chief Operating Officer Mario Verner Monsanto said that the bottom-line in serving the people better is discipline plus service, a formula which made the team effective in the field since it was established in partnership with the Davao Light and Power Company.

"For us to provide services to the people, you have to be disciplined and I keep on telling them that," Monsanto said.

The Central 911 was initially launched with the call center and 34 mobile units for law enforcement as the primary services. Later it has metamorphosed into a full blown operating unit to include emergency medical, fire auxiliary, K9 unit and urban search and rescue services.

In 2002 alone, with three (3) months operation starting September, 4026 calls were responded to. Every year thereafter, the volume increased by an average of 4,442 until it reached 38,262 calls acted upon for the year 2008. Compound annual growth rate of responded calls from 2003 to 2008, however registered at 19%.

Latest reports in 2009 revealed that a majority of the calls are police or law enforcement and emergency medical in nature, representing 74% and 24% respectively. Meanwhile, the remaining 2% are for the other services mentioned above.

"The people in our EMS are registered nurses but they are not working as nurses here, we are a team and we are really our best to be in the area the soonest possible time," Monsanto said.

The Central 911 is also using, their key element, the Emergency Computer Aided Dispatch (ECAD), a sophisticated computerized mapping system donated by Davao Light and Power Company as part of its contribution to Mayor Rodrigo Duterte's peace and order drive.

The ECAD is derived from Davao Light's Geographic Information System (GIS), an advanced computer program that provides a detailed graphical map of the Aboitiz-owned utility's franchise area, including far-flung rural areas and the smallest alleys. The map has X and Y grid coordinates that help locate the electric pole a customer is connected to. These coordinates are termed as the Davao Light Location Code. Each Davao Light registered customer has his own location code printed on the upper right hand corner of his monthly bill.

"Right now, people who call for emergency merely inform the call agents on their location through streets and even give directions without realizing that we are still using the location code of the Davao Light. Actually, it will be easier for us to locate the exact location using it," Monsanto said.

Davao City Central 911 was set up through the initiative of Davao Light with additional funding from the Aboitiz Foundation, Inc. and is run by the city government.

"We are so proud because we are serving the people throughout the city for free and Davao City can show them that their taxes are really working," Monsanto said. (DLPC) [top]
