DSWD to enumerate real poor households

Zamboanga City (19 October) -- The Department of Social Welfare and Development Field Office IX has started enumeration activities in 3 cities and 26 municipalities within the Zamboanga Peninsula Region - under the National Household Targeting System for Poverty Reduction (NHTS-PR).

Regional Director Teodulo Romo said the project aims to identify who and where the poor households are. The project is simultaneously conducted nationwide, he added.

Prior to the actual household assessment, coordination and collaboration with national and local government units were carried out and firmed-up to ensure their participation and support to the project.

In the region, some 532 hired enumerators are now conducting house-to-house interviews in the targeted areas. Results will be encoded then transmitted to DSWD Central office.

The NHTSPR implementation comes in phases: Phase I covered areas with a poverty-incidence rate of 60% and above; Phase II for areas with poverty incidence rate of 51-59%; and Phase III for those below 50% poverty incidence. The Family Income and Expenditure Survey (FIES) of National Statistics Office was used as reference for the selection of priority areas.

In the Cities of Zamboanga, Pagadian and Isabela, only certain areas with "pockets of poverty" incidents will be included for the assessment.

The NHTS-PR applies the Proxy Means Test (PMT), an established and widely used research tool by most non-government organizations to effectively identify the real poor.

DSWD Technical Assistance Division Chief Aida Magracia said that the identified households in the assessment results will be given top priority for the government’s poverty-alleviation programs.

Data from NHTS-PR is used as reference for the identification of beneficiaries for Pantawid Pamilyang Pilipino Program (4Ps), which is currently being implemented in the poorest barangays in the region. (DSWD9/PIA9-BST) [top]
