DAR-8 welcomes new regional director
Tacloban City (January 28) -- The Department of Agrarian Reform in Region 8 is another addition to the several national agencies that have welcomed their new regional directors as they bid "Goodbye" to their current directors.
In the case of DAR, however, "Welcome Back" is the more appropriate greetings because the new regional director has served the agency as an assistant regional director two decades ago.
Regional Director Elmo A. Banares, 62, by virtue of Special Order No. 9, series of 2010 issued by Agrarian Secretary Nasser Pangandaman is back in Region 8 since January 18.
He replaced Regional Director John Maruhom who was reassigned to Davao after serving the Region for eleven months, Mr. Jose Alsmith L. Soria, DAR 8 Regional Information Officer disclosed.
Director Banares who hails from Iloilo City, was appointed as assistant regional director for operations at DAR-8 in 1993.
Prior to his reassignment in Region 8, Director Banares was the Regional Director of DAR CARAGA Region, a position he assumed on January 30, 2009.
Director Banares brings with him almost 35 years of involvement in agrarian reform in five (5) regions in the Visayas and Mindanao in various capacities from technician, supervisor, regional director to national program coordinator.
He was assigned in Antique as Technician and later as Team Leader for five years. He transferred to Regional Office particularly in Region 6, Iloilo City and was designated as CARPO Operations for 9 years. Later, he was appointed as Assistant Regional Director in 1989 and assigned in Regions 10, 6, 8 and 7 thereafter.
He was appointed as Regional Director in 1995 and was assigned in Regions 6 and 7, and the Belgian Integrated Agrarian Reform Support Program.
Director Banares is a holder of a degree in Master in National Security Administration (MNSA) and a level-III Career Executive Service Officer (CESO III).
An official from DAR CARAGA described Director Banares as possessing a father image and very sincere in his dealings especially in the implementation of the comprehensive agrarian reform program. When it comes to work, he expects total dedication and full cooperation from his fellow workers.
DAR 8 employees, who know Director Banares way back when he was first assigned to Region 8, remember him as an honest to goodness government official who will never tolerate any malpractice in the organization.
