Davao City (3 February) -- Major General Carlos Holganza, chief of the Philippine Army's 10th Infantry Division debunked the allegation of certain quarters over the supposed assassination component of Oplan Bantal Laya phase 2.
Speaking before members of the local media at the Task Force Davao headquarters last week, Holganza said that allegations over the second phase of the Oplan Bantay Laya in which an assassination component was supposed to be included is just mere scare tactics coming from the enemy.
"AFP (Armed Forces of the Philippines) is no longer traditional or just engaged in warfighting. It has a growing commitment to focus on other tasks like nation-building and community development," Holganza said.
The military's non-traditional orientation, Holganza said can be gleamed over its concern for the environment and community developments.
Oplan Banay Laya 2 is a program which aims to accomplish internal security objectives by 2010, foremost of which is the defeat of the communist insurgency. This objective is marked by efforts on community development and respecting human rights.
Holganza reiterated the five guiding principles adopted by the chief of staff of the Armed Forces these included; Perform nation-building tasks, Ensuring completion of the GRP-MILF peace process, Accomplishing internal security goals, Combating terrorism, Ensuring Honest, Orderly and Peaceful Elections.
The first letters of these five points will spell out the words PEACE, Holganza said. The principles he said contains the aspirations of the men and women of the Armed Forces, We want peace by 2010, warfighting is the last resort for us." (PIA XI) [top]
