RDC-XI to review 2011 budget proposals of government agencies

Davao City (1 June) -- The Regional Development Council has called its regular and special non-voting members for a special meeting on Monday next week (June 7) to review the 2011 budget proposals of government agencies in Davao Region.

RDC-XI Chair Vicente T. Lao stated in a notice of meeting sent to all members of the Council that the annual review and consultation exercises for the budget proposals submitted by the "regional line agencies, government-owned companies and corporations and state universities and colleges, is pursuant to Executive Order No. 325, Series of 1996."

Lao said under Section 4 (d) of said E.O., the Council is particularly mandated to "review and endorse to the national government the annual budgets of agency regional offices (AROs), state colleges and universities (SUCs) and special development authorities (SDAs)."

On May 4 this year, the Council has approved and adopted the region's Annual Investment Program (AIP) for year 2011 involving an amount of P20.5 billion comprising of programs, activities and projects (PAPs) proposed by various government agencies.

Following the AIP approval is the budgeting review process which according to Lao is also aligned with the Department of Budget and Management (DBM) Memorandum No. 105, Series of 2010, which provides for the "policy guidelines and procedures in the preparation of Fiscal Year 2011 budget proposals.

The budget review, according to RDC-XI guidelines, particularly intends to achieve the "consistency of the regional budget proposals with the national development agenda within the context of overall fiscal discipline."

Second, the guidelines pointed out that the budget review should be "more focused efforts on the delivery of outputs of AROs/SUCs/SDAs directly contributing to their organizational goals to help assess their performance and accountability."

Moreover, it said that the budget proposals should be "responsive to the goals, objectives and targets, and emerging challenges and opportunities of Davao Region and its local government units."

The government agencies subject to budget review have been provided general guidelines based from DBM Memorandum No. 105 and mechanics of presentation and review for them to prepare.

The following AROs/SUCs/SDAs that are covered for RDC-XI budget review are: DPWH, NIA, DOTC-PPA, DOE, CICT-TelOf, DA, BFAR, ATI, DENR, MGB, EMB, DAR, DOT, DOST, DTI, SPDA, DOH, PopCom, NNC, DepEd, DSWD, NHA, DOLE, TESDA, DILG, BFP, BJMP, PNP, USEP, DNSC, DOSCST, SPAMAST and UP-Mindanao.
