No arrests yet on 'milk shake' drug in Cebu City

Public alarm over expose' deemed healthy

Cebu City (29 July) -- Though no arrest has been made yet as to the alleged selling of a deadly drug called 'milk shake' in one of Cebu City's drug-infested barangays, being alarmed over the expose' is a healthy response.

Cebu City Police Office (CCPO) Director S/Supt. Patrocinio Commendador said they are still verifying on the expose' made by the Philippine Drug Enforcement Agency (PDEA) that a lethal combination of pulverized shabu and the painkiller Nubain dubbed 'milk shake' is being sold in Barangay Kamagayan where illegal drugs are said to be rampant.

Commendador said that based on reports, the 'high' feeling a person gets after being injected with the mixture lasts three to four days.

"But seeing the lethal combination of such potent drugs, this probably has a high risk effect such as on the heart and might lead to a stroke," Commendador surmised.

Comendador said that there is a need to be alarmed over such expose' because this could lead to pro-active measures from the community such as parents becoming more vigilant about their children's welfare or more members of the community likely to report anything suspiciously-related to the drug to the police.

The city police director however, said that they have seized over a thousand Nubain ampules for the first semester this year.

"We have seized 1,069 Nubain ampules and filed cases against 58 persons from January to June, this year alone," according to Commendador.

Commendador said only Cebu City in the whole country has an ordinance that penalizes those caught in possession of Nubain without a prescription from a licensed doctor.

Cebu City Ordinance 1427 prohibits the sale of Nubain without the proper prescription from licensed physicians accredited by the Dangerous Drugs Board while the maximum penalty for selling or possessing Nubain is a fine of P5,000.

Nubain (nalbuphine hydrochloride) is used by hospitals as painkiller drugs.

The problem however, is that those who are apprehended will just have to pay the P500 fine and they can just go scot-free, according to Commendador.

"It becomes a vicious cycle," Commendador lamented.

The Cebu City Police Director said that while it is unlawful to possess or sell Nubain without the proper prescription in the city of Cebu, those who are found with Nubain outside the city cannot be apprehended as Commendador urged other local government units to pass a local legislation regulating the use of the painkiller drug.

There were previous efforts before to classify Nubain as a dangerous drug amid its abuse usage but until then, apprehension on Nubain possession is only done in Cebu City, this is said.

Nubain vial reportedly costs P1,300 each although its effects are not as potent as that of methamphetamine hydrochloride popularly known as shabu but with both drug mixture dubbed as 'milk shake,' its effect becomes stronger and more potent as the 'high' lasts several days with great risks of damaging health effects, Commendador warned.

Commendador asked the public to be vigilant and report immediately to the police anything suspicious in their vicinity on illegal crime activities including the selling of 'milkshake.'

As this developed, Cebu Provincial Police Director S/Supt. Erson Digal said his office in tandem with the 78th IB of the Armed Forces of the Philippines ? Central Command uprooted 12,000 stalks of marijuana plants in the town of Balamban, southwest of Cebu.

Digal said they will soon schedule the burning of the marijuana stalks with Cebu Gov. Gwen Garcia to serve as witness in line with the fight against illegal drugs. (PIA-Cebu/FCR) [top]
