Peace officer gets first star

Davao City (18 November) -- The Brigade Commander of the 1002nd Infantry Brigade received his first star over the weekend in the "Donning of Rank" ceremony held at the Headquarters of the 10th Infantry Division, Philippine Army presided by the Division Commander, Major General Jorge Segovia.

The promotion of Colonel Ricardo Rainier Cruz III to Brigadier General, one-star rank, was approved by His Excellency President Benigno Simeon Aquino effective November 6, 2010. Prior to his present assignment, he served as Intelligence Officer of the Philippine Army and Task Force Davao Commander. Like his Division Commander, Brigadier General Cruz belongs to illustrious PMA class of 1980.

Major General Segovia cited the improved peace and order condition in the provinces of Davao del Sur, South Cotabato and Sarangani as the biggest accomplishment of Brigadier General Cruz as Brigade Commander.

"The insurgency problem in these provinces is almost over and that is because of the leadership of Brigadier General Cruz to the soldiers he is commanding and his strong commitment to serve the people of said provinces," General Segovia said.

Brigadier General Cruz is also the "architect" of the peace and development outreach program (PDOP) that the whole 10th Infantry Division is now employing to address insurgency. He also conceptualized the training program for the AFP and PNP personnel who will be deployed as members of the peace and development teams.

PDOP aims to win the hearts and minds of the people with the deployment of disciplined soldiers who will also initiate or assist in the implementation of humanitarian assistance programs. More than 200 Peace and Development Teams have been deployed in Davao Region since September this year.

"I owe this promotion to the people of Davao del Sur, Sarangani Province and South Cotabato," Brigadier General Cruz said of his promotion.

He said that the military would not be successful in their mission without the support of the local government units and the cooperation of the people. "With the promotion comes a bigger responsibility, hence our commitment to do more for the betterment of our people," Brig. Gen. Cruz added. (10th ID) [top]
