Leyte dad joins high-level confab for nat'l land use policy

Tacloban City (30 November) -- First District of Leyte Board Member Roque A. Tiu is set to attend a "High-Level Conference for a National Land Use Policy" which will be held on December 1, 2010 at the Hyatt Hotel, Manila.

Board Member Tiu was invited to be one of the reactors to the main issue "Why do we need a National Land Use Policy? What should be the key elements/Salient features of our National Land Use Policy?"

As a reactor, Board Member Tiu is allotted time to present his views on the issues at hand.

"I am humbled by this invitation considering that the other reactors are bigwigs in their respective sectors," Board Member Tiu said.

To be held from 8:30 in the morning to 1:30 in the afternoon, the High-Level Conference is being co-sponsored by the Philippine Development Forum Working Group on Sustainable Rural Development, together with the members of the Convergence Initiative (Departments of Agrarian Reform, Agriculture and Environment and Natural Resources), the Asian NGO Coalition for Agrarian Reform and Rural Development with the Campaign for Land Use Policy Now (CLUP Now).

President Benigno S. Aquino III and Vice President Jejomar Binay have been invited as keynote speakers.

Invited as reactors to the main issue are NEDA Director General Cayetano Paderanga, UP School of Economics Professor Arsenio Balicasan, Ateneo de Manila School of Governance Dean Tony La Vina, and Silliman University President Mr. Ben Malayang.

Also invited as reactors are Atty. Alfonso B. Umali, President of the League of Governors; and Hon. Strike Revilla, President of the League of Mayors.

Bill Sponsors from the House of Representatives, Hon. Juan Edgardo Angara, Hon. Kaka Bag-ao and Hon. Walden Bello, Hon. Rufus Rodriguez and Hon. Maximo Rodriguez, Jr., Hon. Diosdado Arroyo and Hon. Gloria Macapagal-Arroyo, Hon. Winston Castelo, Hon. Aurora Enerio-Cerilles and Hon. Rodolfo Biazon; and Bill Sponsors from the Senate, Hon. Loren Legarda, Hon. Gregorio Honasan III, and Hon. Pia Cayetano, were also invited to react on the issue.

The absence of a national land use policy is a priority issue for the Philippine Development Forum's Working Group on Sustainable Rural Development since it hampers sustainable rural development and causes further conflicts over the use of the finite natural resources. Particularly, the socio-political and economic interests are contending with each other for the rightful use of these resources.

Dr. Segfredo Serrano, Undersecretary of the Department of Agriculture and Co-Convenor of PDF-SRD and Fr. Francis B. Lucas, Chairperson of the Asian NGO Coalition for Agrarian Reform and Rural Development said that the event hopes to highl

ight the compelling reasons and essential elements for a national land use law which will serve as inputs in crafting the national land use policy.

In his State of the Nation Address, President Ben

igno S. Aquino included the passage of the national land use policy as priority piece of leg

islation under his Administration.

With this declaration, the PDF-WG on SRD is committed to provide the platform for discussions an

d dialogues in support of advocacy and joint actions towards the enactment of a national land use policy.

The Working Group is composed not only of national government agencies and development partners, but also civil society representatives who have been accorded regular membership status. (PIA 8) [top]
