Barangay Assembly Day set on December 11

Davao City (9 December) -- In consonance with the Executive Order signed by President Benigno Aquino III, the Department of Interior and Local Government (DILG) has programmed the holding of the Barangay Assembly Day on December 11, 2010 across the country.
Proclamation Number 74 signed by the President states the holding of the Barangay Assembly Day on the said date based upon provisions under the Local Government Code, mandating the conduct of the assembly day twice a year to discuss the semestral report of the Sannguniang Barangay.
The barangay assembly day was originally scheduled on the first Saturday of March and the third Saturday of October. However, the holding of the synchronized barangay elections on October 25 necessitated the postponement of this year's second barangay assembly day.
The DILG, in its Memorandum Circular, has directed all Punong Barangays and Sangguniang Barangay Kagawads to undertake during the assembly, the presentation of the current state of development and financial status of the barangay.
Another activity is for the officials to consult and discuss with their constituents the proposed plans and programs to be implemented in the next three years.
The barangay residents must also learn about DILG Memorandum Circular No. 2010-2012 entitled "Guideposts in Promoting and Sustaining Barangay Good Governance," which particularly discusses on the transparency of the barangay's financial records.
Also during the assembly, the officials must recite the "Panunumpa para sa Mabuting Pamamahala Tungo sa Tuwid Na Landas" or an oath to affirm their support towards good governance.
The barangays can also hold other events that can create awareness and generate active participation among the residents in the community.
The December 11 event is a manifestation of solidarity with the DILG's program Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad which celebrates two decades of local government autonomy in the country. (PIA-XI) [top]
