Commentary: On Anti-Terrorism

Cotabato City (4 July) -- Much has been said about the anti-terrorism efforts of the government, positive and negative as well…

The Human Security Act or Republic Act No. 9372 will take effect on Wednesday July 15. The law defines terrorism as acts of sowing and creating a condition of widespread and extraordinary fear and panic among the populace, in order to coerce the government to give to an unlawful demand. It prescribes imprisonment of up to 40 years for violators.

The Anti-Terrorism Council (ATC) will meet Thursday to prepare for the implementation of the law and discuss the creation of a body that will implement the law. An information campaign on the law would be launched to make the people understand the law and to address the fears of possible abuses in the implementation of its provisions.

The RP-US Mutual Defense Board, in its recent meeting commended the cooperative defense and security activities of both countries in the past year that have resulted in the killing of Abu Sayyaf leaders. Both countries reaffirmed their commitment to defend one another against common threats and we will continue cooperation in responding to various security concerns in the region. Only through reinforcing efforts can lasting peace and security in this part of the globe be achieved. US troops provided crucial intelligence information to Philippine military that led to the killing of Abu Sayyaf leaders Khadaffy Janjalani and Abu Solaiman. US forces would continue to provide assistance to Filipino troops against remnants of the Abu Sayyaf.

We commend President Arroyo for pursuing such efforts on anti-terrorism because terrorism is felt not only in the country but worldwide. (PIA 12) [top]
