DILG reg'l directors to help ensure peaceful barangay, SK campaign period and elections

Tacloban City (October 18) -- The Department of Interior and Local Government regional directors will help ensure the conduct of a peaceful and orderly synchronized Barangay and Sangguniang Kabataan campaign period and elections.

This, as the nine (9) day campaign period starts October 19 and as the deadline for the filing of certificates of candidacy ends at midnight of October 18.

The October 29 elections is a non partisan activity, which means that no political party, political coalition or similar organizations should intervene, participate or represent any candidate in this exercise. This is what the DILG Regional Directors must wnsure.

The Regional Chiefs have been directed to seek guidance from the DILG Central Office Legal Service to determine what they can and cannot do as DILG officials during the election period for the barangay and youth polls.

The October 29 synchronized elections will cover the election of one punong barangay, one SK chairman, seven Sangguniang Barangay (SB) kagawads and seven SK kagawads for every barangay of the country.

The filing of candidacies cover the period from Sept. 29 to Oct. 18 this year, while the campaign period will commence on Oct. 19 and end on Oct. 27.

Based on data from the DILG's National Barangay Operations Office, over 670,000 posts in 41,994 barangays nationwide are up for grabs among candidates for punong barangay, SB members, SK chairmen and SK members in the Oct. 29 elections.

Of the 671,904 barangay elective posts to be filled nationwide during the polls, 41,994 posts each shall be for punong barangays and SK Chairmen, and 293,958 each for SB members and SK members.

All candidates are required to undergo mandatory drug testing in accredited and authorized drug testing centers of the Department of Health as stated in Comelec Resolution No. 8302. The drug certificates of all candidates must be filed with the Office of the Election Officer not later than Oct. 18.

The Office of the Election Officer in cities and municipalities nationwide will then prepare a list of candidates who were able to submit and those who have failed to submit their drug-testing certificates. The list will be forwarded to the Law Department of the Comelec.

Under Resolution No. 8264 issued by the Commission on Elections, the carrying of firearms and other deadly weapons without the permission of the poll body are banned for the duration of the election period from Sept. 29 to Nov. 13, 2007. (PIA 8) [top]
