Claveria town groundbreaks new water system

Cagayan de Oro City (9 July) -- A ground-breaking of a new water supply system was successfully held yesterday at Barangay Luna of municipality of Claveria, Misamis Oriental.

Mayor Redentor Salvaleon of Claveria welcomed the guests led by Vice-Governor Norris Babiera. Other guests who also attended were DILG-10 Regional Director Quirino Libunao, LBP Cagayan de Oro Department Manager Cesar Magallanes, MOSCAT President Mar Bautista, Contractor Jordan Tiu of Jejors Construction, Sangguniang Bayan members, punong barangays and kagawads of the municipality of Claveria.

Mayor Salvaleon was very pleased to see the dream of the municipality starting to realize. He said it has been 15 years that they have long dreamed for a bigger water supply system in their town. The source of water for this water system will come from a river near the upland barangay of Mat-I in Claveria.

The P72M-worth water supply system is expected to serve the five (5) barangays of Claveria. It was partly funded by Land Bank of the Philippines, through the Mindanao Basic Urban Services Sector Project (MBUSSP) of the Department of the Interior and Local Government (DILG).

MBUSSP is a six-year sector development project which is intended to provide institutional capacity-building program, and to pursue urban infrastructure investment support to participating LGUs in Mindanao.

Moreover, this project of DILG provides financial and technical assistance in the construction of projects either revenue-generating projects (such as Public Market, Water Supply System, Integrated Transport terminal, Fish landing facilities, Fish port and wharves, and Slaughterhouse) or non-revenue generating projects (Municipal/City Hall, Socio-Cultural center, Sports Complex, School Building, Hospitals, Urban Access Road and Bridges, Solid Waste Management and Sanitary Landfill).

A ribbon-cutting kicked off the program, followed by an unveiling of the sub-project billboard. A special ritual of giving gifts, (such as flowers, cloth, fruits, candle and rice) was then carried out by the SB members with other guests. Vice-Governor Babiera with Mayor Salvaleon then led the laying down of capsule.

Babiera, in his message, anticipated that this water system can cater to other barangays soon. He added that this water system was definitely in line with the other projects of the province.

Director Libunao, representing DILG Undersecretary Austere Panadero, stated that they were always pleased to see that the Department had contributed something for the development of the LGUs. In his message, he expressed hope that this water supply system would bring convenience and good health to the people of Claveria.

"In order to maintain its clean, potable supply of water from this reservoir, I urge the LGU to also make plans and activities such as tree-planting, regular clean-up, and allocation of budget for water treatment," he added.

LBP President Magallanes, on the other hand, reported that the municipality of Claveria was first able to make the ground-breaking for its water system than the municipality of Jasaan. Both LGUs had enrolled their respective sub-projects at the same time.

For his part, Congressman Yevgeny Vincente Emano of District 2, Misamis Oriental congratulated the Mayor saying that he now gives much hope and dream to his constituents for more development in Claveria.

This was echoed by the Punong Barangay of Luna, Noel Mopos, saying "kining water system maoy mahimong garbo sa among barangay (this water system will now serve as the pride of our barangay). It will serve as our landmark as well."

A signing of contract with Mayor Salvaleon, Contractor Tiu, Land Bank Department Manager Magallanes then transpired, with Director Libunao serving as witness.

On July 16, 2008, another ritual by the lumads, led by Datu Saligodon, will be undertaken right at the source of water in Barangay Mat-I. (DILG-10, RIO) [top]
