PGMA orders clearing of riverbanks, waterways nationwide

Cagayan de Oro City (16 February) -- All riverbanks in the country must be cleared of informal structures and obstacles and all waterways must be restored with waters suitable for fisheries and boating.

Such directive of President Gloria Macapagal-Arroyo is in the context of Executive Order (EO) No. 774 entitled "Reorganizing the Presidential Task Force on Climate Change" which she signed on December 26, last year.

The move, which should be done within 24 months from issuance of the said E, however, must be with due consultation and proper relocation assistance for those who will be affected by the clearing.

Meanwhile, EO 774 requires a rainwater collection system to be put in place with the Department of Public Works and Highways (DPWH) tasked to lead the Task Group on Rainwater Conservation in cooperation with the United Architects of the Philippines to design and implement the efficient rainwater collection and aquifer systems.

Within 90 days from the issuance of EO 774, demonstration projects shall be in operations and plans for scaling them up nationwide, especially in areas highly vulnerable to droughts, shall be presented to the President through the PACC.

On the other hand, water recycling, its prevention and recovery and treatment of used water shall be placed at the highest priority of survival.

For this purpose, the National Water Resources Office shall lead the Task Group on Water Recycling, in cooperation with the Local Water Utilities Administration (LWUA) and the water districts.

The Department of Trade and Industry (DTI) will also do the same with the manufacturers and irrigation implements and toilet facilities to efficiently use, recover and reuse water. (PIA 10) [top]
