Sen. Cayetano visits LAMP model town
Tacloban City (December 6) -- Senator Pia Cayetano, chairperson of the Senate Committee on Environment, visited Tanauan, Leyte recently in order to gather ideas about the Land Administration Reform Agenda Bill which she is scheduled to sponsor in the Philippine Senate.
The LARA Bill proposes the integration into one agency, all the government agencies involved in agricultural land titling. This bill hopes to simplify land titling processes and to minimize or completely eradicate fake land titles.
Senator Cayetano lauded the local government of Tanauan, Leyte under the leadership of Mayor Roque Tiu, for successfully implementing the land administration and management project in the municipality. She said that her trip to Tanauan is necessary because she is not a lawyer and she wanted to have a clear view of the project so that she will be able to answer during the interpolation in the Senate.
Deputy Project Manager and Operations Unit chief, Engineer Winston Solite said that more than 900 land titles have already been issued to the farmer owners in Tanauan, Leyte in a period of less than one year. Other land titling programs of other agencies takes years before the land title is issued, he said.
Through this land administration and management project, the ownership and boundary issues are easily settled after going through proper adjudication process.
Atty. Erwin Tiamzon, director of the Land Management Bureau, DENR Central Office who was with Senator Arroyo, requested Mayor Roque Tiu to be one of the resource speakers during the deliberation of the proposed bill.
The Municipality of Tanauan is a pilot municipality for the Land Use Based Barangay Development Planning and has been featured in the latest issue of Ang Punong Bayan magazine for municipalities with the theme "celebrating municipalities' innovations and excellence: best buy in local governance."
Entitled Ang Galing Mo Mayor! A Tribute to Innovation and Excellence in Participatory Local Governance, the magazine lauded the town's Land Use Based Barangay Development Plan which has been piloted in one barangay is now being replicated in all the 54 barangays of Tanauan.
Senator Cayetano did not only talk to the staff in the LAMP unit in Tanauan, she was lucky to have had the opportunity to witness the dialogue being done with the farmer owners of Barangay Cabuynan, in the municipality. She said that her visit has been very educational and that it has strengthened her will and her confidence that the LARA Bill will be passed in the Philippine Senate. (PIA 8) [top]
