Caraga execs play vital role in police reform program

Butuan City (23 July) -- PNP Deputy Director-General for Administration Jesus Versoza claimed Caraga local officials particularly governors, congressmen and mayors play a vital role in the P10-B PNP Integrated Transformation Program.
Verzosa who is rumored to be contender to the Philippine National Police's top post after current PNP Chief Avelino Ignacio Razon is set to retire on September 27 this year was the recent visitor of the Caraga Police Regional Office.
Verzosa was accompanied by Police Director for Community Relations Chief Supt. Bataoli.
Under ITP or Integrated Transformation Program, the Philippine National Police is set to achieve reforms in ten key result areas and these are; national policy and institutions development; police operations; facilities development; human resources development; administrative and financial management; strategic planning and performance management; information and communication technology; demonstration of excellence through development of best practices; public information and advocacy; and reform management.
The program which has its initial ten year implementation period started on 2005 and is now on its third year implementation funded by the national government with a budget of P10B.
Among its target implementation is to provide at least one mobile patrol vehicle to all its municipal police offices all over the country.
"But priorities are for municipal police stations that have not received any single mobile patrol cars in the past and for those situated in coastal or near river areas, patrol motor boats will be provided for mobility of policemen to deter crimes," Verzosa added.
Versoza claimed that since intervention of local elective officials particularly mayors and governors who had a say in the selection of police chiefs cannot be avoided because it is set by law, a mechanism through development of fixed human resources and management policy is set for fair and objective selection process.
"Thus full support of local officials in the PNP reform agenda is vital as it can make or break our Integrated Transformation Program," Verzosa added.
Verzosa made a reply over issues raised at the press conference here Friday that one of the major factor to be considered in the success or failure of the reform program is the meddling of politics in the PNP's affairs particularly in the recruitment of new policemen.
"This maybe true before because we have not set standard policies in our human resource management precisely since under the comprehensive reform program of the PNP, the priority agenda is to strengthen and institutionalize national policy and institutions development" Verzosa added.
Verzosa added that under said program, the PNP will equip policemen with better communication facilities resulting to better police record and respond management and provision of cops with new and functional hand cuffs, service firearms and ammunitions and better pay.
The former CIDG Chief said that unlike before where there were less or no transnational crimes such as human trafficking, cyber and environmental crimes, the present crop of policemen must be well acquainted and empowered by upgrading investigative capabilities of the ordinary policemen in the field.
