ARMM pushes Social Fund Project

Cotabato City (15 October) -- Five (5) significant resolutions aimed to better implementation of various socio-economic projects in conflict and poverty-stricken communities in the Autonomous Region in Muslim Mindanao (ARMM) were approved by the Board of Directors of the ARMM Social Fund Project (ASFP).

During the ASFP's 16th board meeting held in Manila recently, the Board chaired by ARMM Governor Datu Zaldy Uy Ampatuan approved the ASFP's Harmonized Operations Manual to cater to policies and procedures on project implementation of the World Bank and Japan Bank for International Cooperation (JBIC), both financiers of the project, work and financial plan for 2008 providing funds to support project implementation.

Implementation of the 2nd Batch of Strategic Regional Infrastructure Subprojects under JBIC,the ASFP's existing organizational structure which is streamlined allows" nearer to the ground "decision-making and ensures efficient flow of funds to implementing organizations and inclusion of additional barangay to be covered by the Community Development Assistance under the component of the World Bank fund.

Lawyer Mustapha Sambolawan, ASFP project manager said that the approved resolutions will eventually address issues and concerns affecting project implementation as well as delivery of services to project beneficiaries.

Sambolawan said the board's actions on the approved resolutions being the policy-making body of the ASFP was laudable considering its urgency when the project management office is on the way of meeting its target to achieve high performance before the project ends in June 2009.

The Board is composed of the ARMM Regional Governor as the chair, the Secretary of the Office of the Presidential Adviser on the Peace Process as co-chair and seven (7) member representatives from the Office of the Executive Secretary, Department of Budget and Management, Civil Society, Women and Business Sectors and a representative of the government of the five (5) provinces of the ARMM.
