ARMM, JICA continue to support human capacity development

Cotabato City (6 November) -- The government of Japan has been actively involved in pushing forward sustainable development in the Autonomous Region on Muslim Mindanao (ARMM) by launching the ARMM Human Capacity Development Project (AHCDP), thru Japan International Cooperation Agency (JICA) recently.
This project is collaboration between the Office of the Regional Governor, the Department of Public Works and Highways (DPWH-ARMM) and the Department of Trade and Industry (DTI-ARMM).
Based on the 2002 Japanese government support package for peace and stability in Mindanao, numerous projects in support to the Basic Human Needs (BHN) sectors which include water supply, education, agriculture, health and others, as well as the capacity development of ARMM have been implemented.
A preparatory study was conducted from September to November last year through series of consultations, initially undertaken by Mr. Nakiyaso Ida and Mr. Michimasa Numat, economic development expert and chief JICA for ARMM, respectively, to gather necessary inputs and evaluate the human resource needs of the autonomous region.
Concerns were raised in the succeeding consultations such as the area of "Administrative development" citing the need for continuous support in the drafting of administrative code and human resource management.
On the "Economic Development" aspect, the need to strengthen business support functions of the Autonomous Regional Government was given emphasis. while there is the need to improve technical skills in project proposal and feasibility study preparation, and to upgrade the engineers' technical capabilities in supervision and monitoring of infrastructure development projects.
