RDC endorses proposed North Luzon road network for inclusion in NLAQ

Luna, Apayao (21 February) -- The Regional Development Council (RDC) has favorably endorsed the proposed inclusion of the Cagayan - Conner - Kabugao - Calanasan - Ilocos Norte Road Network in the North Luzon Agri-business Quadrangle (NLAQ).

Speaking before the members of the RDC, Apayao Governor Elias K. Bulut Sr. said that the proposed road trunk line "would open up opportunities for investments" in the provinces of Northern Luzon being the only access route from the provinces of Cagayan to Ilocos Norte passing through Apayao.

With its "enormous potentials" in terms mineral and natural resources, the province of Apayao d would greatly benefit with the establishment of road. He likewise informed that the completion of said section is "part of the commitment of President Gloria Macapagal-Arroyo to the people of Apayao" when she visited Apayao as Guest of Honor during its 11th founding anniversary last February 14, 2006.

The road segments identified by the governor for prioritization by the Department of Public Works and Highways (DPWH) includes the Abbut-Conner-Kabugao Road, Kabugao-Pudtol Road and the Kabugao-Salsona Road.

Meanwhile, the RDC has also endorsed the other requests made by the provincial government of Apayao. These include the transfer of management, operation and control of Apayao - Abulug Irrigation System serving the Municipalities of Flora and Sta. Marcela to the National Irrigation Authority Regional Office (NIA-CAR).

The irrigation services for the municipalities of Flora and Sta. Marcela should be under the management and control of NIA-CAR for the province "to fully benefit from our natural resources," Bulut said.

Appealing for an exemption from Executive Order 103, Bulut likewise asked for the establishment of three National Line Agencies in Apayao composing of the Registry of Deeds (ROD), National Statistics Office (NSO) and Bureau of Internal Revenue- District Office in Apayao.

The creation of items for the Division Office of Apayao was likewise proposed by the governor "to conform with the standard staffing requirements of the Department of Education."

Bulut also requested the Department of Agriculture Regional Field Unit (DARFU) to allocate a portion of the Bureau of Plant and Industry (BPI) in Tumog, Luna, for a demo farm and extension services. (ggd/PIA-Kalinga) [top]
