Police says armed insurgents not gaining momentum in Biliran

Naval, Biliran (10 October) –- In a report rendered and submitted by Police Senior Superintendent Conrado V. Calvario, Provincial Director of the Biliran Provincial Police Office (BPPO) to the members of the Provincial Peace and Order Council (PPOC) during a meeting held recently, it completely denied that armed insurgents are gaining momentum in the conduct of operational activities in the province.

The BPPO report outlines the results of accomplishments of the After Tactical and Anti-Criminality Campaign which covers the period from February 27, 2006 to August 25, 2006.

The report of P/Sr. Supt. Calvario stated that police authorities of the province who have constant contact with the 19th Infantry Battalion, 8th Infantry Division has completely denied that armed insurgents (NPAs) have gained momentum in the conduct of black socio-political and recruitment activities in several targeted barangays specifically in Culaba, Biliran.

It was also reflected in the report particularly in its internal security operation against insurgency that BPPO has conducted two tactical combat operations by joint element of the 1st Provincial Police Mobile Group (PPMG) and Culaba Police Station headed by Police Inspector Marianito Malibago and Police Inspector Anselmo Angling on August 19 to 22 2006 at Sitio Tanghas, Barangay Pinamihagan to Barangay Calipayan, Culaba, Biliran relative to the reported sightings of NPA guerillas in the aforementioned area.However, the result of operation yielded negative as the enemy avoids armed confrontation with government forces.

Based on the report, intelligence personnel are undertaking continuous intelligence monitoring together with other members of the intelligence community in reference to future intelligence planning and operational undertakings.

Per assessment of the BPPO chief on insurgency, the enemy is fully determined to execute their hostile plan to raid and attack isolated PNP/AFP Patrol bases and other vital installations, since the Communist Party of the Philippines-New People’s Army (CPP-NPA) hierarchy declared an open tactical offensive against the government.

P/Sr. Supt Calvario said that sightings of armed guerillas in the hinterland barangays of Culaba in Biliran province should not be taken for granted, otherwise, the PNP and the AFP will be at the losing end and eventually suffer setbacks to turn the tide in favor of the enemy.

The BPPO chief further said that national and local leaders including the members of Non-Government Organizations (NGOs), People’s Organizations (Pos) and other sectors of society played a vital role in the anti-criminality and anti-insurgency campaign in the province of Biliran .

Meanwhile, the report of P/ Sr. Supt. Calvario also showed that crime volume has lowered by seven crime incidents from 111 to just 104 where on this figure 49 were index crimes while 55 other were non-index crimes.

It was shown in the report that the average monthly crime rate was pegged at 10.37 indicating a decrease of .93 from the 11.30 figure of the same period last year and where it resulted to the total crime efficiency rate of 98.07% or 7.16% for the period under review higher than the same period of last year which is 90.91%.

The report also mentioned other administrative and operational accomplishments of BPPO like the establishment of patrol base in Brgy. San Roque, Biliran, Biliran, establishment of linkages with LGUs, NGOs, POs and members of the five pillars of criminal justice system, establishment of linkages with the office of the governor, congressman, mayors and barangay chairman of the 132 barangays provincewide, establishment of harmonious and close relationship with Barangay Intelligence Network, coordination/monitoring and security of foreigners in the area of responsibility, and the establishment of green revolution project and mini-breeding farm of cows inside the camp.
