DSWD releases P3.6-M for construction of core shelter units in Bislig City

Butuan City (February 12) -- The Department of Social Welfare and Development (DSWD) initially released P 3.5 million for the construction of 50 core shelter units for 50 families in Bislig City out of the 100 proposed beneficiaries by the city government, and also another P100,000 for the cash-for-work assistance.

Caraga region Social Welfare Director Mercedita P. Jabagat together with Mayor Alberto M. Tan distributed the checks to the beneficiaries who were victims of conflagration that happened on October 3, 2006 in Bongaitan District and Market Site, Barangay Mangagoy, Bislig City.

A core shelter unit costs P70,000 excluding labor expenses. The cash-for-work assistance for each beneficiary is P2,000 for 10 days. This assistance is for the beneficiaries' daily subsistence because much of their time for livelihood activities will be affected as soon as the construction starts. Although it is the local government of Bislig who will implement the project, the beneficiaries themselves will be the one to undertake the construction of the housing units. Hence, the beneficiaries of the shelter units were formed into neighborhood associations for shelter assistance (NASA).

Director Jabagat revealed that the fund management component of the project requires that the association should open a bank account where members can deposit the money for the construction of the core shelter units including the cash-for-work assistance. The association's president, treasurer and the city social welfare officer are the signatories of the NASA account.

Dir. Jabagat added the elected officers will lead the group to undertake the construction of their houses. The DSWD and the local government will provide technical assistance.

Moreover, the DSWD field office will conduct an orientation to the beneficiaries and the local government unit on core shelter project before the construction of units begins.

Director Jabagat said that upon submission of completion report and other required documents on the 50 units to the central office, another P3.5 million will be released for the remaining 50 units.

Dir. Jabagat also turned over the capital seed fund amounting to P300,000 for Self-Employment –Kaunlaran (SEA-K) project to the Sta. Cruz and Marketsite self-employment-kaunlaran associations. Each association received P150,000 which benefited 60 residents of Bislig City.

Jabagat also announced that Bislig City is a recipient of the food-for school program which covers the 1,865 children enrolled in the city's 62 Day Care Centers. Each child will receive 1 kg of rice per day for 29 days. The total amount allocated for Bislig is P 1,095,221.25.
