NEDA, Davao local planners meet to improve provincial plans
Davao City (5 December) -- Around 130 officials and staff of NEDA Regional offices (NRO) and Provincial Planning and Development Offices of 29 pilot provinces recently met and discussed the technical improvements on their draft Provincial Development and Physical Framework Plans (PDPFPs) in two separate workshops at the Asian Development Bank and Discovery Suites.
The workshops aimed to enhance the quality of the PDPFPs and capacitate the NRO staff for the review of remaining PDPFPs in their respective regions.
In her message, NEDA's OIC-Deputy Director-General Marcelina E. Bacani highlighted the important role of local planners in ensuring the technical quality of the plans and encouraged them to advocate its implementation. For his part, Dr. Joel Mangahas of Asian Development Bank (ADB) thanked NEDA and participating provincial governments for their continuing support to strengthen the planning-programming-budgeting process. He added that such efforts should be able to translate into better policy responses to development challenges at the local level and improved service delivery to the people.
The preparation of PDPFPs is part of the second phase of the NEDA-ADB Technical Assistance (TA) on Strengthening Provincial/Local Planning and Expenditure Management that is currently being implemented by the NEDA Regional Development Office in partnership with the provinces. It utilizes the Provincial/Local Planning and Expenditure Management (PLPEM) Guidelines produced under Phase 1 of this TA which are intended to help provinces plan more effectively; identify, prepare, and prioritize critical programs and projects, and raise and allocate financial resources. The final PDPFPs will be the basis for the identification of programs and projects in the Provincial Development Investment Program (PDIP) and eventually the provincial budget. Aside from this, the TA will also assist provinces in formulating PDIP and feasibility studies of critical projects in the PDIP using the PLPEM Guidelines. (NEDA XI) [top]
