Environment bureau to put up ecology center in NorMin

Cagayan de Oro City (12 February) -- A Regional Ecology Center (REC) will be established by the Environment Management Bureau Region 10 (EMB-10) to strengthen and sustain the implementation of Republic Act No. 9003 in Northern Mindanao.
Otherwise know as the Ecological Solid Waste Management Act of 2000, RA 9300 was enacted in 2000 to enable the country to adopt a systematic, comprehensive and ecological solid waste management (ESWM) program consistent with the pursuit of sustainable development.
"As institutional mechanism prescribed in RA 9003 implementing rules and regulations (IRR), the REC is defined as a consortium/network of government agencies/institutions, non-government organizations, academe and the industry players," Regional Director Sabdullah C. Abubacar of EMB-10, said.
Among its tasks is to provide technical expertise, information, training and networking services for implementation of the provisions of RA 9003 and establish a network for the exchange and application of available information and technologies.
The REC also gives primary consideration in making all the information generated, collected, recorded and stored accessible to the general public and ensures that its roles are carried out through the following functions:
Facilitate training and education in integrated ESWM, establish and make a comprehensive ESWM information data base and dissemination system and promote the development of a recycling market through a national network that will enhance the opportunity for recycling.
Act as the hub for networking among local government units, non-government organizations and industry in the promotion and implementation of pertinent provisions of RA 9003.
Provide or facilitate expert assistance in pilot modeling of ESWM facilities, including effective technologies and techniques, develop, test and disseminate model waste minimization and reduction auditing procedures for evaluation options and act as clearinghouse of cleaner production/cleaner techniques on ESWM.
Composition of the REC will include the regional line agencies, departments and other government instrumentalities prescribed by law to take part in the promotion and implementation of the ESWM Act and other regional offices who are into the promotion of ESWM, academe, professionals, business and industry players and other NGO's that are involved or are working for the promotion of ESWM.
Meanwhile, Abubacar said the REC in region 10 (NorMin REC) will operate as a collegial body on the principle of consensus-building where members are viewed as partners - united in a common purpose and respecting each other's abilities to work toward that purpose, in which independent members jointly perform non-routine tasks.
