RP barangays conduct synchronized assemblies
Tacloban City (October 17) -- Pursuant to Presidential Proclamation No. 342 declaring the last Saturday of March and the third Saturday of October as the Barangay Assembly Day, all barangays throughout the country are scheduled to conduct their respective barangay assemblies anytime today, October 17.
As provided for by Section 397 (b) of the Local Government Code the barangays undertook activities such as the presentation of accomplishment and financial reports from January to June 2009; discussion on problems, issues and concerns affecting the barangay particularly on solid waste management and the use of illegal drugs and discussion on barangay citizen's Charter.
In many barangays, the State of the Nation Address of President Gloria Macapagal Arroyo in July of this year was shown. For barangays that did not have multi media facilities, the barangay folks watched together the SONA shown in several television stations courtesy of the management of the TV channels and the Philippine Information Agency.
The Department of Interior and Local Government earlier reproduced the transcription of the President's SONA and distributed the copies to the various local government units.
The President's SONA was translated to various local dialects by the Philippine Information Agency and the Office of the Press Secretary, soon after it was delivered, copies of which were also reproduced by the Department of Interior and Local Government in the Regions and distributed to the local government units.
At least two weeks before the Barangay Assembly date, the barangay officials prepared posters which were hanged or posted in at least three conspicuous places like the barangay hall, plaza or main street, among others.
All Barangay residents from 15 years old and above even not a registered voter in the barangay but have resided in the locality for six months have been encouraged participate in the Synchronized Barangay Assembly Day.
Witnessing the holding of the synchronized barangay assemblies for years now, one would say that the President's aim in the Proclamation has been achieved. The event has institutionalized people's participation in barangay governance that strengthened grassroots democracy.
The event has also become an opportunity for officials to hear and listen to the plight of their constituents and to collectively address issues/problems presented. (PIA 8) [top]
