Editorial: The BIR Revamp

Quezon City (22 June) -- The government, in the next three years, will continue to have complete focus on the economy, on fiscal discipline and on moving towards a balanced budget. Secretary Tevesí recommendation on the leadership of the BIR is in line with his responsibility to ensure that targets they have set are met and the P1.8-billion shortfall in the May revenue collections is addressed. In lieu of Commissioner Bunag, the President designated BIR Deputy Commissioner Lilian Hefti.

The government remains confident that it would be able to meet its fiscal targets, including the balancing of the budget by 2008 with the Department of Finance implementing steps that will enhance tax collection, presenting to Congress revenue enhancement measures and raising temporary revenues from the privatization of some government assets via shares of stock.

The President is determined to institute greater efficiency in the operations of the government bureaucracy. Her appointees serve at her pleasure and she should have a free hand in choosing those whom she believes could help her achieve the targets of her legacy phase.
