DILG trains barangay officials on Katarungang Pambarangay

KIANGAN, Ifugao, Aug. 26 (PIA)- - The Department of Interior and Local Government (DILG) recently conducted a two-day training to barangay officials here to enhance their capability in the implementation of the Katarungang Pambarangay or the barangay justice system.

According to Municipal Local Government Operations officer Isabel Bulayungan, barangay officials play a significant role in national development and face greater demands and challenges in line with their work especially the administration of barangay justice.

The training would provide these officials with basic knowledge to effectively perform their mandate and authority regarding Katarungang Pambarangay, which is the institution of a system of amicable settlement of disputes in the barangay level without need of judicial recourse.

Lawyer Raldis Bulayungan, resource speaker, explained to the participants the jurisdictions of the Lupong Tagapamayapa and the Lupong Pangkat, mediation and arbitration of disputes and the execution of settlements and awards.

He said that the Lupong Tagapamayapa is created in each barangay composed of the punong barangay as the chairman and 10-20 members who will act as a body from which the members of the Pangkat ng Tagapagkasundo shall be chosen.

The Lupon shall exercise administrative supervision over the conciliation panels and shall meet regularly once a month to provide a forum for exchange of ideas from among its members and the public on matters relevant to the amicable settlement of disputes.

The Lupon shall hold office for three years until a new Lupon is constituted on the third year following their appointment and shall have authority to bring together the parties actually residing in the same city or municipality for amicable settlement of all disputes except offenses punishable by imprisonment exceeding one year or a fine exceeding P5,000.00, offenses where there is no private offended party, where the party is the government or any of its instrumentality or where the party is a public officer or employee and the dispute relate to the performance of his official functions.

Bulayungan added that the Lupon should enable various conciliation panel members to share with one another their observations and experiences in effecting speedy resolution of disputes from complaints made either orally or in writing which are within their jurisdiction.

The municipal mayor shall oversee the implementation and administration of the Katarungang Pambarangay. *(JDP/DBC-PIA CAR, Ifugao)
