Provincial Treasurer shares best practices in local revenue collection

LAGAWE, Ifugao, Jan. 11(PIA) -- Provincial Treasurer Samuel Marinay here shared the challenges and best practices that that gave them more motivation and inspiration leading to a higher and better collection of local revenues in the province last year.

Marinay related that the most significant was their issuance of warrants of levy, notices of levy and reports of levy to large delinquent tax payers involving the Globe and Smart Telecommunication Companies and the Ifugao Electric Cooperative (IFELCO).

This is the first time in the history of Ifugao to issue levy on real property, but in return the provincial government was able to collect P2,768,977.57 from Globe as real property tax covering the years 2008 until the first quarter of 2011 and P1,566,078.40 from Smart for real property tax covering 2008 to July 2011, he said.

For IFELCO there is a pending settlement of its P6 million delinquent real property tax but if the settlement fails, the Provincial Treasurer’s Office (PTO) will be forced to conduct sale through public auction IFELCO’s real properties to satisfy its tax obligation, Marinay added.

The PTO also actively participated in the meetings and dialogues with the Task Force Magat and the SN ABOITIZ Power Company discussing the payment of or settlement of previous real property tax obligations of SN ABOITIZ to Ifugao resulting to a compromise agreement which is still pending approval.

Marinay also shared that they conducted province-wide seminar workshops to all barangay treasurers on Barangay Financial Administration, and in tandem with the Bureau of Local Government Finance conducted revenue assessments/audits to selected municipal local government units and crash training program to all encoders, reviewers and approvers regarding the paperless reporting system.

In addition, it participated in the meetings of the Provincial Mining Regulatory Board about the Philippine Mining Act of 1995 on quarry operations and small scale mining operations and rendered technical assistance and supervision to all Municipal Treasurers of Ifugao and helped in accessing foreign and local grants and donations.

The PTO was also designated by Governor Eugene Balitang through Executive Order No.41 as chairman of a committee that drafted the 2012 Ifugao Revenue Code which is pending at the Sangguniang Panlalawigan and the Entry Plan regarding the 2012 Barangay Tax Code.(JDP/DBC-PIA CAR,Ifugao)
