New SPES in Kalinga rates bared

TABUK CITY, Kalinga,Jan. 17(PIA)-- The Department of Budget and Management (DBM) has issued a new wage rate guidelines for students who will be working under the Special Program for the Employment of Students (SPES) this year.

Department of Labor and Employment (DOLE) Kalinga Chief Dr. Avelina Manganip in a meeting with the various Public Employment Service Office (PESO) Managers in the province said the new guideline needs to be implemented this year to help the poor but deserving students cope with the increasing needs of their schooling.

Based on the hiring rate, private institutions are required to allot P255.00 per day for every working student who is required to provide service for eight hours daily for a minimum of 20 days or a maximum of 45 days.

Pinukpuk as a first class municipality and the provincial government’s daily rate is P339.00 while the city of Tabuk is at P376.68 per day.

Balbalan, a third class municipality has a rate of P301.36, while the 4th class municipalities of Lubuagan, Rizal, Tanudan and Tinglayan will be giving a daily rate of P282.50. Pasil, which is the only 5th class municipality, has a daily rate of P263.68.

During the meeting, PESO managers raised their concerns on the implementation of the new rates considering it was not included in their 2012 annual budgets. Requests were made for DOLE to inform the local chief executives on the new rate for proper advice.

Another concern was the possible conflict of rates given to the LGUs’ jobs orders. Balbalan PESO Manager Myrna Canapi explained that casuals might question and demand to also increase their rates to be at par with the higher rate given to the students. This she said would be a dilemma since with the 5% decrease of LGU Internal Revenue Allotment this year, LGUs could not afford to provide any wage increase for their service providers.

There is a possibility she said that the LGUs will be reducing the number of beneficiaries under the SPES program in accordance to the allotted budget for the program in their Annual Investment Plan to be able to provide the rates as per DBM guideline.

Domingo Bakilan said that it should be explained to the casual workers that the SPES program is a special privilege for student workers to give them a chance earn for their schooling. (JDP/GGD- PIA CAR,Kalinga)
