Minihydro power plant to rise in Ifugao town

TINOC, Ifugao, Jan 20 (PIA) -- An eight mega-watt mini-hydro power plant will start construction this first quarter in this remote town.

National Commission on Indigenous Peoples (NCIP)Provincial Director Ester Licnachan disclosed that the Sta. Clara Power Corporation, the contractor, has already accomplished all the rrquirements needed for the project.

Licnachan said a memorandum of agreement was entered into by the power corporation, the Indigenous Cultural Communities (ICCs)of Barangay Poblacion here and the NCIP, on the terms and conditions governing the Indigenous Cultural Communities’ granting of Free and Prior Informed Consent for Sta. Clara to construct the said project at Sitio Mumuh-uh here.

The power company plans to put up an eight mega watts plant to maximize the power generating capacity pursuant to the government’s thrust of promoting a judicious and efficient use of energy sources.

The MOA provides that with a term of 25 years, the corporation should adhere to the Environmental Compliance Certificate issued by the Department of Environment and Natural Resources which includes reforestation project among others and assist the waste management program of the municipality by earmarking the amount of P3000,000 within the first quarter of the first year of construction as seed money for the said purpose which may be supplemented by other sources such as the Local Government Unit in accordance with their development plan.

The corporation also agreed to give financial assistance to deserving members of the community in the amount of P150,000.00) per year and with an increase of 4% every after two years. The standards and criteria for qualified beneficiaries of this assistance shall be formulated by the ICCs.

The corporation shall also pay the ICCs a royalty fee of not less than half centavo per KWH produced in every year of the operation to finance the development plans of the ICCs. The royalty fee shall be deposited in a trust fund at a bank designated by the ICCs and shall be managed by them (ICCs). Moreover, a 10% of the royalty fee shall be allocated for the Kahakey ni Man-ilin Itinek (KMI) as its operational fund.

Infrastructure projects will also be implemented by the corporation such as conducting road improvements and making required road openings in the road from Tabuyan-Lanah-Nantakan to the Power plant with an estimated budget of P10,000,000.00, the construction of the Kalem box culvert type bridge, footbridges, day care center at Sitio Lanah, community buildings, potable water source and communal irrigation systems among others.

On the otherhand, the ICCs should allow uninterrupted performance of construction and operation activities within the area and assist in ensuring the protection of men and vehicles/equipment of the corporation.

The ICCs should also manage its ancestral domain in a manner consistent with its culturally and environmentally sound and sustainable practices and safeguard the power plant and all its components and equipment and properties from undue harm except during armed conflict among others.
