IFAD mission team conducts assessment on CHARMP2 projects

TABUK CITY, Kalinga, Jan. 27(PIA) -- The International Food and Agriculture Development (IFAD) Mission Team conducted with provincial stakeholders of Abra, Apayao, Benguet, Ifugao, Kalinga and Mt. Province the IFAD Mid-Term Review on the performance and progress of the Second Cordillera Highland Agricultural Resources Management Project (CHARMP2) from January 19-24.

According to Department of Agriculture (DA)-Cordillera Director Marilyn Sta. Catalina, who is also the CHARMP2 Project Director, part of the Mission’s activities in Kalinga from January 21-22 were field visits to the different project areas and meeting with local government units officials and communities held particularly in Mabilong in Lubuagan and Tulgao East in Tinglayan.

During the field visits is an assessment of achievements, constraints and initial impact of the project in relation to the expected project objective and institutional and implementation arrangements, project costs and financing, in view of the progress achieved and changes occurred since appraisal, Sta. Catalina said.

She said there was also a review on the compliance with loan and grant covenants and recommended adjustment, reorientation and improvement in the project design, including its future strategy and directions; and amendments to the loan agreement.

On the other hand, Norma Frances Damian, CHARMP2 Provincial Action Officer said community concerns were referred to IFAD Mission Team during their meetings in Mabilong and Tulgao East. She said beneficiaries asked for more assistance for the successful implementation of projects since services of partner peoples’ organizations and non-government organizations will terminate in July this year.

In Lubuagan, Damian said a check amounting to P211,000.00 was awarded representing the second billing of their reforestation project. She said as of January 15, 2012, eight nurseries were established and P1.6 million was released from the total P23 million reforestation project cost in the 16 barangays covered by CHARMP2 in the province.

The CHARMP2 is IFAD -funded project aimed at reducing poverty and improving the lives of indigenous peoples in in the Cordillera focused on community mobilization, watershed conservation, agriculture and agribusiness developemnt and promotion of income generating activities and developemnt of rural infrastructure.
