Feature: DOLE’s ‘Big brother, small brother’ partnership, a big hit in Pangasinan

DAGUPAN CITY, Pangasinan, Jan. 11 (PIA) -- Now ‘Big Brother’ is not just confined to the famous ‘bahay ni kuya’ anymore as it enters the volunteerism arena among industries.

The KAPATIRAN-WISE-TAV, a reform initiated by the Department of Labor and Employment anchored on volunteerism, has gained ground with its implementation in four major companies in Pangasinan and La Union, and their respective sub-contractors.

DOLE Regional Director Henry John Jalbuena said three memoranda of understanding were forged in Pangasinan namely: Team Energy in Sual, San Miguel Corporation in Binalonan and Ginebra San Miguel in Sta. Barbara. One MOU was signed in La Union with HOLCIM Phils., Inc. in Bacnotan.

So what has the Kapatiran have to do with big brother?

The KAPATIRAN-WISE-TAV aims to transform micro, small and medium enterprises, or those employing 1-99 workers into occupational safety and health compliant establishments through a “brotherhood” concept.

Under this concept, big companies called the ‘Big Brothers’, in cooperation with the DOLE, LGUs and other agencies, will assist at least 10 of their sub-contractors, service providers or suppliers, called the ‘Small Brothers’ in improving work conditions until the latter are capable of becoming the big brothers.

Jalbuena said a plant visit is part of the kapatiran-wise-tav as a way of determining the level of compliance of the MSMEs and the assistance further needed to capacitate them.

“In effect, DOLE’s authority to conduct plant visits is delegated to the ‘Big Brothers’,” he said.

The participation of the identified companies translates into 49 sub-contractors involving 4,233 workers who will be benefitted by the program.

So if ‘kuya’ is known for giving a house and lot on national television, the big brother and small brother concept of DOLE will provide occupational safety, capacities and open doors of opportunities for more industries. (ANL/VHS-PIA 1 Pangasinan with reports from DOLE)
