Feature report: Gay committee will color Angeles City like a rainbow

As part of the city government’s efforts against discrimination, the Lesbian, Gay, Bisexual and Transgender (LGBT) group will be given a seat in the city government where they could show their capabilities.

With the creation of the LGBT Committee now having been passed per Executive Order No. 37, signed by Mayor Edgardo Pamintuan, they could transform Angeles into a convergence site for the third sex community.

The committee will protect the human, civil, and political rights of the gay sector of this city, and will ensure the sector’s role and potentials in the city’s development and progress.

It will serve as a conferential body that will assist the mayor in the crafting and implementation of LGBT sector-based programs and projects; they will also be gathering civil society support and participation for the programs, projects, and administrative as well as legislative agenda of the mayor.

Also, it will serve as the mechanism for feedback gathering of the city government concerning the concerns and grievances of the LGBT sector.

Who are involved?

The LGBT Committee shall be composed of one representative from each of the following sectors: lesbian, gay, bisexual, and transgender.

As a local governing body, the officers and members of the LGBT Committee shall be entitled to monthly honoraria subject to availability of funds and the usual accounting and auditing rules, regulations and procedures.

Why an LGBT Committee?

The United Nations Human Rights Committee (UNHRC) has interpreted Article 26 of the International Covenant on Civil and Political Rights, which obliges the States to, “guarantee to all persons equal and effective protection against discrimination on any grounds such as race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status,” to include protection against discrimination on the basis of sexual orientation.

This new form of body will guarantee that the rights enunciated in the present Covenant will be exercised without discrimination of any kind as to race, color, sex, language, religion, political or other opinion, national or social origin, property, birth or other status” to include sexual orientation in the covenant’s non discrimination provisions.

Gay pride

Angeles recently celebrated its second gay parade which aimed to raise awareness of everyone about the rights and privileges of the LGBT community.

Pamintuan explained that one’s right is everyone’s right, thus making this city a Gender Sensitive and Gender-Responsive City by creating committee like this. (WLB/JGB PIA-3)
