Angeles CENRO penalizes solid waste law violators

ANGELES CITY, Pampanga, January 7 (PIA) -- At least 17 violators of local ordinance on environmental laws and the Solid Waste Management Act of 2000 were issued citation tickets by task force personnel from the City Environmental and Natural Resources Office (CENRO) here.

CENRO chief Carlito Ganzon reported that those found violating City Ordinance No. 44-10, Series of 1995 otherwise known as “An Ordinance introducing the use of citation tickets for improper disposal of garbage and other forms of unsanitary practices,” were private garbage contractors and truck haulers, junk shop owners and construction companies operating in the city and nearby towns.

“Majority of the violators were caught in the act of illegally dumping garbage and other waste materials in areas contiguous to the Abacan river and Cutud creek,” Ganzon said.

The city ordinance states that violators of the law will be fined and penalized.

Ganzon said for the first offense violators pay P500 fine and a mandatory solid waste management lecture conducted by CENRO officials while second offenders pay P1,500 fine.

Third offense violators pay P2,000 fine while a case will be filed before the court against fourth time offenders.

Ederlinda Valencia, head of the task force said they have already filed cases against two fourth time violators before the City Prosecutor’s Office this week.

Valencia added that existing fines are too small that violators are not taking the ordinance seriously.

Mayor Edgardo Pamintuan praised the alertness of deputized CENRO personnel and their vigilance in monitoring operations of environmental laws violators.

“This must be stopped and we need to implement the law at its fullest. We do not want our city to become a dumping site of wastes and other pollutants and this has to be addressed immediately,” Pamintuan said.

The mayor appealed to all Angeleños to cooperate and follow the proper waste disposal to avoid penalties and to make the city a clean and green city to live in.

In a related development, the legislative council here has recently passed the new Environmental Code that will ensure compliance among communities, business establishments and households.

The new environmental ordinance imposes higher penalties, including bigger fines and community services to violators. (WLB/JGB PIA-3)
