RDC-3 approves reorganization of government center management committee

by Joelyn G. Baluyut

CITY OF SAN FERNANDO, Pampanga, January 10 (PIA) -– The Regional Development Council (RDC) in Central Luzon has approved the reorganization of the committee administering the regional government center here.

In a resolution passed during the recent Executive Committee meeting and signed by RDC-3 chair and City of San Fernando Mayor Oscar Rodriguez, the reorganization of the Diosdado Macapagal Government Center Management Committee is to cope with all the developments that have taken place since the committee’s creation in 2000.

The re-organized DMGC Management Committee shall now be composed of the RDC III Chairperson as chairman; regional director of the National Economic and Development Authority (NEDA) as co-chairman; and the regional directors of the Department of Agrarian and Reform (DAR), Department of Budget and Management (DBM), Department of Environment and Natural Resources (DENR), Department of Interior and Local Government (DILG), Department of Social Welfare and Development (DSWD), Department of Public Works and Highways (DPWH), and Housing and Urban Development Coordinating Committee (HUDCC), plus the Local Chief Executive (Mayor) of the City of San Fernando and Barangay Chairman of Maimpis, City of San Fernando as members.

In the previous committee set-up, the regional director of NEDA sat as chair, with the regional officers of DBM, DENR, DILG, DPWH, DSWD and National Housing Authority (NHA) as members.

The primary mandates of the Committee are to administer the government center for and in behalf of the RDC III and ensure its proper use in coordination with other national government agencies based in Central Luzon.

The RDC III has no regular budget allocation for the government center, hence, the MC relies on funds collected annually from government offices given lot allocation or at times from assistance of some elected government officials for its daily operations as well as implementation of its programs or projects.

On July 17, 2000, Presidential Proclamation No. 343 was signed by then President Joseph Ejercito Estrada declaring an 18-hectare property (later named as DMGC) of the Republic of the Philippines located in Barangay Maimpis, City of San Fernando, Pampanga as site of the government center in Central Luzon and authorizing the RDC-3 to administer the property for its proper use.
