RDC requests Philhealth to use other bases in identifying beneficiaries

CITY OF SAN FERNANDO, Pampanga, Jan. 15 (PIA) -- The Regional Development Council-3 (RDC-3) Sectoral Committee on Social Development (SCSD) is requesting the Philippine Health Insurance Corporation (PHIC) to use other means of identifying beneficiaries of the sponsorship program like the community-based monitoring system.

The number of poor households under National Household Targeting System (NHTS), particularly in the case of Tarlac, is lower than what is indicated under the Community Based Monitoring System (CBMS), depriving a number of households to become beneficiaries of the Philhealth Sponsorship Program.

CBMS is an organized way of collecting, analyzing, and verifying information at the local or community level to be used by local governments, national government agencies, non-governmental and civil society organizations for planning, budgeting, and implementing local development programs. It also serves to monitor and evaluate the performance of government agencies.

While initiatives to match the two databases are on going, there is a need to address the PhilHealth membership of a number of poor households who are denied health insurance coverage because of the incomplete list in the NHTS.

The Sponsorship Program of Philhealth provides health insurance coverage to less privileged families. The annual premiums of beneficiary families under the said program are shouldered by the national government through PhilHealth, sponsors like the local government units, members of Congress through their Priority Development Assistance Fund (PDAF), private individuals and corporations.

A memorandum of Agreement was signed between the Department of Social Welfare and Development (DSWD) and the Philhealth office saying that the list of poor households in the NHTS shall be the basis of the latter in selecting the beneficiaries of the Sponsorship Program. (WLB/JGB- PIA 3)
