NEWS FEATURE: The State of Drug Abuse in Angeles City and Efforts for its Prevention

CITY OF SAN FERNANDO, Pampanga, Jan. 27 (PIA) -- Some 64 drug users who are residents of Angeles City were arrested in different operations last year. The suspects are now detained at the Angeles City District Jail.

Angeles City Anti-Drug Abuse Council (ACADAC) officer-in-charge Annaliza Suller passed on the members of the Metro Angeles Council on the Administration of Justice (MACAJ) information on the incidence of drug abuse in the city in its monthly meeting held recently in Angeles City.

Of the 64 drug users, 20 reside in barangay Balibago, 14 are from Malabanias and six are residents of Pampang. The rest are distributed in the other 11 barangays. 14 are women. All of them are currently undergoing trial in the various Regional Trial Courts (RTC) of the city.

Suller said that the volume of confiscated shabu is only 8.366 grams while marijuana is only 2.087 grams. This shows that the users consumed only small amounts of the drugs and that these drugs have proliferated in the barangays and sale in these areas is rampant.

To counter this menace, the ACADAC launched its Three Pillars of Action Program-Drug Awareness Campaign, random drug testing and treatment and rehabilitation.

Through the Barangay Anti-Drug Abuse Council (BADAC), drug awareness campaigns were conducted in 22 barangays. Likewise, the same campaigns were held in nine private schools and seven public schools. Symposia for women’s associations, parent groups and youth organizations, both out-of-school and members of the Sangguniang Kabataan were conducted in 10 barangays.

40 students from the Bonifacio Romero High School and 207 members of the Phi Beta Rho fraternity underwent random drug testing from September to December 2011 to determine drug use.

Intensive rehabilitation and treatment was done at the Central Luzon Drug Rehabilitation Center. In 2011, 14 drug dependents were confined here and availed of the subsidy worth P480,754.

Under the out-patient mode of treatment, a dependent can attend guidance and counseling until he can handle himself. There were 10 dependents that availed of these services. Also under this program is the Family therapy where all the members of the family receive spiritual counseling and psychotherapy sessions to prepare them for the reintegration of the dependent in the home.

Once the dependent has “cleaned up,” he may avail of skills training provided by various government agencies. The programs include cellphone repair, welding, dressmaking, cosmetology, computer hardware, meat processing and electronics.

The recovering dependent also receives after care services such as participation in sports activities, spiritual counseling, support group system and psychotherapy to prevent his relapse to the illness. (WLB/RGSD/PIA-3)
