PRO-6 bares policies on gun ban

ILOILO CITY, Jan. 7 (PIA6) -- The Police Regional Office (PRO-6) bared the policies governing the suspension of Permit to Carry Firearms Outside of Residence (PTCFOR) for Dinagayang as it calls the public to cooperate.

PRO-6 Information Officer PO3 Francisco Lindero, Jr. said in a press release, that the Philippine National Police (PNP) has approved the recommendation of the Police Regional Office-6 for the suspension of PTCFOR from January 15-23, 2011 as Iloilo celebrates the Dinagyang Festival.

In the same press release, PRO-6 Director Police Chief Supt. Cipriano Querol, Jr. said PNP Memorandum Circular 2011-021, providing for relevant policies and procedures, states that all PTCFOR are not valid within the areas covered by the suspension.

This also follows that processing of applications for new or renewal of PTCFOR of the residents in the areas is also deemed suspended.

Querol said that these policies include:

Security guards wearing prescribed uniforms and covered with duty Detail Orders issued by their respective security agencies and shall not exceed 24 hours, are authorized to carry these firearms within their places of work during the suspension period

Likewise, they are also allowed to carry firearms to escort big amount of cash or valuables of their clients, provided they are wearing uniforms and covered by DDO;

Members of the PNP, the AFP and other Law enforcement Agencies are exempted from the suspension and are authorized to carry firearms outside, under the following conditions: with corresponding Memorandum Receipts or Acknowledgment Receipt of Equipment for government-issued FAs or computerized FAs licensed card for privately-owned FS; with corresponding Mission order/Letter Order issued by duly authorized heads of agencies/offices as enumerated under the implementing rules and regulations of PD No. 1866; while in the actual performance of official duties and functions; and, only the firearms specifically described in the corresponding MR/ARE and MO/LO shall be carried.

Querol also said that during the suspension period, any member of a duly recognized Gun Club may be issued Permit to Transport (PTT) firearm for purposes of practice and competition, provided that such firearm while in transit must not be loaded with ammunition and secured in an appropriate box or case detached from the person.

He said he had already directed the Iloilo City Police Office and other police units to disseminate these policies.

Querol said that when informed, the public and all those concerned should cooperate for the security and safety of everyone, in the true spirit of the Dinagyang festival. (PIO/ESS/JCM/PIA-Iloilo)
