DAR approves Asipulo irrigation project

by Dan B. Codamon

LAMUT, Ifugao, Jan. 27(PIA) -— Agricultural production in the town of Asipulo gets a boost as the Department of Agrarian Reform (DAR) Central Office recently approved the Haliap-Panubtuban Communal Irrigation System Project (CIS) costing P4,755,840.00.

DAR Ifugao Office Information Officer Leonor said that last January 16, the Provincial Project Management Office (PPMO) received a memorandum from Ma. Celerina Afable, National Project Manager of the Agrarian Reform Infrastructure Support Project (ARISP) informing that the amount of P2,094,00.00 covering 50% of the total direct cost of the project was already processed for release to the National Irrigation Administration-Comprehensive Agrarian Reform Program (NIA-CARP) irrigation component.

Afable also instructed the PPMO to expedite the submission of the Sub Project Agreement between the PPMO and the local government unit of Asipulo and other documentary requirements such as the baseline assessment and readiness of work, deployment of local institutional development officer, institutional development component action plan and work and financial plan.

The PPMO was also requested to closely coordinate with NIA and participate in the conduct of the bidding of the project and the DAR representative will act as observer during the bidding while the NIA Officer was instructed to submit a copy of the contract or abstract of bid to the National Project Management Office through the NIA-CARP so that the release of initial cash will be effected.

According to Yolanda Pago of the PPMO, all the documents were already submitted except the Institutional Development Action Plan which they will accomplish immediately.

The Panubtuban-Haliap CIS if completed will irrigate 103 hectares of land benefiting 210 farmers in Asipulo. This will be the second project implemented by DAR this 2012, the first is the ongoing Bitu-Anao CIS and Umalbong CIS in the municipality of Hingyon costing a total of P10 million.
