EMB pushes for passage of “No Parking, No Registration” policy

QUEZON CITY, Jan 19 (PIA) - The Environment Management Bureau (EMB) under the Department of Environment and Natural Resources (DENR) is seeking for the legislation of the “No Parking, No Registration (of automobile)” policy through Congress.

During the radio program Talking Points at DZRB on Thursday, Ma. Victoria Abrera, chief of the Policy and Planning Division of EMB, said this is among the directions that their office has set to push for this year in pursuit of a cleaner and healthy environment.

Abrera expounded on this, in an interview with PIA-NCR, saying, “kung wala kang (car park) area, dapat wala ka rin sasakyan (if you have no area to park a car, you should not own one.”

She said the EMB is now in the discussion process on the nitty-gritty and considerations of the policy with the Department of Transportation and Communication (DOTC) and other agencies involved. This proposal, she said, was also presented to President Benigno S. Aquino III by Environment Secretary Ramon Paje in 2011.

She explained that this policy – once in place - will be helpful in curbing air pollutants, saying, no matter how efficient a car runs, it is still emitting a significant amount of air pollution particulates. There are at least 1.9 million cars, AUVs, and buses in the country, contributing to the decline in the quality of air, she said.

Nationwide, 65 percent of the total air pollutants are emitted by vehicles. In Metro Manila, meanwhile, the air contaminants from vehicles are more prevalent, consisting at least 80 percent of the total recorded air pollutants in NCR.

Apart from the air pollutants, Abrera said vehicular traffic is also helping the change in climate with the heat produced by the oil energy burned. She exemplified the flow of traffic along the Flood Way in Pasig City, constricted by the vehicles parked along the road.

“Andaming sasakyan diyan (sa Flood Way) na naka-park sa gilid (ng kalsada). (There are so many vehicles parked along the Flood Way),” she said. Thus, creating a heavy and slow flow of vehicular traffic – emitting a significant amount of heat contributory to Climate Change. (RJB/ DBNV/ PIA-NCR)
