Makati to pass ordinance ensuring Pag-IBIG compliance of companies

by Jerome Carlo R. Paunan

MAKATI CITY, Jan. 24 (PIA) -- Local businesses that apply or renew business permits will soon be required to secure a Certificate of Employer Registration (COER) or Clearance from Pag-IBIG Fund first, as the case may be, within 30 days from issuance or renewal of business permits, a statement said Monday.

The City Council is set to pass an ordinance that would require local businesses as part of the Memorandum of Agreement (MOA) recently signed by Makati Mayor Jejomar Erwin S. Binay with the Home Development Mutual Fund, also known as PAG-IBIG Fund, represented by its CEO Atty. Darlene Marie Berberabe.

The MOA, which seeks to strengthen the partnership between the City of Makati and PAG-IBIG, would also ensure-- through the proposed ordinance--prompt remittance of contributions of workers and employees in the city.

Binay cited PAG-IBIG Fund as “one of the reliable institutions today that the constituents and employees can turn to for their financial and housing needs,” lauding it for employing “responsible and sound management practice.”

“Makati City can contribute to the thrust of PAG-IBIG of upgrading the quality of life of the Filipino people by monitoring the compliance of employers and businesses with the required remittance of contributions to PAG-IBIG,” the mayor said.

“The city government fully supports and is willing to enforce the mandatory coverage of PAG-IBIG upon all employers in the city so that our workers can be adequately protected,” Binay said.

Under the agreement, Makati City will set up a Registration Desk at the City Hall to be manned by a PAG-IBIG personnel who will make available a list of employers and business owners already registered and which have updated contributions, annual certification of documents for updated employers, checklist of requirements, Employers Data Form (EDF), and Membership Contributions Remittance Form (MCRF).

Employers that are not yet members will be given EDF and checklist of membership requirements, and shall be required to file the same with the branch having jurisdiction over the registrants. The branch shall issue the COER duly signed by the CEO after payment and remittance of the contribution of the employees and the employers’ counterpart.

In the event that the employer is already registered, the Pag-IBIG City Hall Desk personnel will issue a Certification that the business owner is already registered with PAG-IBIG and has been remitting the contributions regularly. Such Certification shall be attached to the application for renewal of the business permit. Employers registered with PAG-IBIG but have not updated remittance of contributions will not appear in the list.

Present during the signing ceremonies were Makati City Legal Counsel Atty. Pio Kenneth Dasal and PAG-IBIG Deputy EO Tessie Gonzales (NCR Operation Cluster) as witnesses; Makati representatives – Acting City Administrator Marjorie de Veyra; City Councilors Ma. Concepcion Yabut, Vincent Sese, Mary Ruth Tolentino, Virgilio Hilario, Monsour del Rosario, Tosca Camille Puno-Ramos, Henry Jacome, Ferdinand Eusebio, Alethea Marie Casal-Uy and Arlene Ortega; Senior Adviser Atty. Violeta Seva, City Personnel Officer Vissia Marie Aldon, Finance Head and Treasurer Nelia Barlis, PAG-IBIG Fund Coordinator Secretary Carmela Payongayong, and Rolly Medina.
