WESMINCOM to intensify Internal Peace and Security Plan

ZAMBOANGA CITY, Jan. 24 (PIA) -- Newly appointed Western Mindanao Command (WESMINCOM) Chief Maj. Gen. Noel Coballes on Saturday, January 21, stressed that the intensification of the Internal Peace and Security Plan (IPSP) will be one of his priorities during the command turn-over ceremony.

“The Internal Peace and Security Plan will serve as a guide in all of WESMINCOM’s operations," Coballes said.

Coballes said that for the public to grasp IPSP, they will conduct a series of forums to explain how IPSP works.

IPSP was launched by no less than President Benigno S. Aquino III last year, aimed at reducing internal armed threats’ capabilities until they can no longer threaten the country’s stability, ensuring the safety of the public.

IPSP has four important aspects; governance, delivery of basic services, economic reconstruction and sustainable development, and security sector reform to ensure the protection of the state and the people.

Task Force Zamboanga Chief Col. Buenaventura Pascual, in a previous interview with Philippine Information Agency (PIA), said part of IPSP’s strategies are community outreach missions, helping look for livelihood opportunities for those in depressed and conflict areas, and also implement a paradigm shift on the thinking of soldiers.

“We are trying to inculcate in the minds of our soldiers that gone are the days when we are only visible during war. We are here also as partners of the communities by delivering basic services; help them look for livelihood opportunities to help them alleviate their living condition. We want our soldiers to also be sensitive to the needs of the communities," Pascual said.

Coballes also emphasized that they will adhere to the International Humanitarian Laws and Rights, as well as that of the country, while intensifying IPSP. He said that IPSP’s focus is winning peace and not just defeating the enemies. (JPA/MVC/PIA9-ZBST)
