PNP 12 to adopt E-blotter

KORONADAL CITY, Jan. 25 (PIA) -- Blotters in police stations in the entire Soccsksargen Region are going high tech soon with the launching of PNP Crime Incident Reporting System or e-Blotter here, according to report from the Police Regional Office-12 (PRO-12).

In preparation for this upcoming changes, PRO-12 last week held a two-day training on the use of e-blotter where some 53 police personnel from the four provinces and five cities in Region 12 were among the participants.

PSupt. Resty Damaso, head of the PRO 12’s public information office, explained PNP’s e-blotter is designed as a stand-alone system which will be installed in all police stations as a means of reporting and monitoring all crime incidents that transpired within their areas of responsibilities. It can also report results and records of the investigations.

“The new and electronic system will assure accuracy in crime data documentation, reliability in storage for quick reference and hassle-free transmission of data to the end recipient of all police reports at the Philippine National Police,” he said.

Damaso explained further that the Directorate for Investigation and Detective Management and the PNP Information Technology Management Service have decided to pursue the development of an electronic blotter system for recording crime incidents across the country because the old system using blotter books only provides voluminous reports that do not allow automatic cross-referencing of data.

The electronic blotter would be most helpful in the process of making crime statistics because the program allow automatic input of statistics template.

“The software will be installed into a desktop in every police station,” Damaso said “This new management tool will not only simplify the gathering and organization of crime information but also provide instant and accurate crime statistics that is tamper free.”

Data collected through the e-blotter, Damaso said, will also be “vital in mapping out strategies for quick response and crime prevention.”

This project is an offshoot of Executive Order No. 386 signed by former Pres. Corazon C. Aquino on December 19, 1989, “Establishing a National Crime Information System” maintained by the DIDM to help in the identification and apprehension of criminals, improve the efficiency of criminal justice agencies, and ultimately help reduce crimes through better planning and use of manpower, equipment and government resources.

While addressing participants, Deputy Regional Director for Administration P/SSupt Lester Camba told participants: “Sana po ay isapuso ninyo ang lahat ng natutunan sa seminar. Huwag abusuhin ang karunungan. Ilaan ito para sa katuparan ng layunin ng ating organisasyon na magsilbi at protektahan ang publiko.”

“Huwag din nating kakalimutang alagaan ang mga kompyuters at iba pang gamit ng gobyerno. Itong mga gamit na ito at ang kaalaman at mabuting layunin ang daan para sa katuparan ng matagumpay na E-blotter system.” (PIA-12)
