Industry lauds appointment of cyber law expert as CICT Chairman

Manila (12 August) -- Information and communications technology (ICT) leaders have expressed appreciation to President Benigno Simeon C. Aquino III for appointing a well-known and highly respected industry veteran, Atty. Ivan John Enrile Uy, as Chairman of the Commission on Information and Communications Technology (CICT).

Such move is seen as a signal that President Aquino is determined to leverage on ICT as part of his good governance agenda.

"We very much welcome Atty. Uy's appointment. He is a battle-tested government CIO with proven competence and dedication, for we have personally witnessed his able leadership as president of the CIO Forum," said Peri Espino, incumbent president of the same organization of government CIOs.

"We are very pleased that President Aquino has given ICT a priority by handpicking someone such as Atty. Uy who is very much familiar with the industry, a visionary with unquestionable integrity," said Espino.

Atty. Uy directly served former Chief Justices Marcelo Fernan, Andres Narvasa and Hilario Davide, Jr. as the former Chief Information Officer and Director of the Management Information Systems Office of the Supreme Court. Atty. Uy distinguished himself in the use of information and communications technology to improve transparency and accountability in the Philippine judiciary.

Atty. Uy is well known in the Philippine legal and IT circles. He specializes in applying information technology and its relationship to the law, justice and governmental institutions. He is an established expert and lecturer on computer forensics, cyber crime, electronic evidence, e-commerce and digital ethics.

A member of the Philippine bar, Atty. Uy graduated from the University of the Philippines College of Law in 1988 and took up his baccalaureate degree at the Ateneo de Manila University. He also took up advanced studies in the University of Minnesota as a U.S. Government Fellow under the prestigious Hubert H. Humphrey program of the Fullbright Foundation. (CIOF/PIA)
